Addressing the Water Scarcity in India – foe ease of living and robust food management.
India’s water crisis is not only the problem of scarcity but a also a water governance and management issue. On an average, India receives nearly 4000 billion of rain water annually. Despite this huge of amount of average rainfall, water crisis in India is due to inefficient storage, distribution and utilization infrastructures. Thus, for achieving the goal of sustainable Development and the vision of Viksit Bharat 2047, strengthening water governance is going to be a critical for ensuring sustainable and all -round growth along with the social wellbeing.
The intersection of water security, Ease of Living (EoL), and Robust Food Management forms the core of India’s sustainable development trajectory. While India supports nearly 18% of the global population, it possesses only about 4% of the world’s freshwater resources. A paradigm shift is underway, moving India away from a fragmented, purely engineering-centric infrastructure model toward a circular, data-driven, and community-led ecosystem.

- According to the NITI Ayog Composite Water Management Index, nearly 6 billion people in India face high to extreme water stress.
- Out 4000billion CMT of annual rainfall, only 1100 billion CMT of water is considered usable because of uneven rainfall distribution, inadequate storage infrastructure, and local ecological limitations.
- As per NITI Ayog, the per capita water availability has declined from over 5000 CMT annually after independence to around 1400 CMT today.

For decades, water scarcity acted as a structural tax on everyday well-being, disproportionately shifting the labor burden of water collection onto women and vulnerable groups.
· The Rural Turnaround: Moving beyond localized source creation, flagships like the Jal Jeevan Mission (JJM) systematically scale functional household tap connections (FHTCs). Providing reliable, quality-tested water directly to premises reduces water-borne disease burdens and unlocks significant time-security for rural households.
· Urban Decoupling: Rapid urbanization has strained municipal centers, with recent data highlighting critical vulnerabilities in cities like Bengaluru, Chennai, and Hyderabad. Improving urban EoL requires treating wastewater as a circular asset. Advanced decentralized treatment plants are closing the gap between sewage generation (over 72,000 MLD) and actual recycling capacity, reducing municipal fresh-water footprints.
(4) . Ensuring Robust Food Management
Agriculture commands approximately 80% of India’s freshwater withdrawals. Consequently, food security is fundamentally a water-governance challenge. Data from NITI Aayog’s Composite Water Management Index (CWMI) indicates that a significant percentage of the traditional crop basins for paddy and wheat face chronic water stress.
· From Supply Augmentation to Demand Management: The historical approach focused heavily on expanding canals and deep tubewells, which triggered rapid groundwater depletion across nearly 70% of districts. Robust food management now relies on optimizing water productivity per unit of crop, rather than merely maximizing land yield.
· Rationalizing the Incentive Structure: Power subsidies and minimum support price (MSP) frameworks historically favored water-intensive crops in arid zones. Correcting this requires structural shifts: deploying micro-irrigation (drip and sprinkler systems) through Per Drop More Crop, promoting climate-resilient millets (Shree Anna), and establishing community-monitored water budgets.

- Expanding waste water recycling in urban areas which will significantly reduce water pressure on fresh water resources
- Likewise. Improved crop choices, micro-irrigation, and precision agriculture can enhance agriculture water-use efficiency and reduce pressure on ground water.
(iii)Technological Innovation
Technological interventions such as smart metering, GIS mapping, lot-based monitoring, and data-driven water management system can improve efficiency, transparency and long-term sustainability in the water sector.
(iv) The Decentralization Imperative:
True water security and agricultural resilience succeed when local institutions are empowered. Aligning state rules with constitutional frameworks, like the PESA Act 1996 and the Forest Rights Act (FRA) 2006, allows Gram Sabhas and forest-dwelling communities to co-manage minor water bodies and catchments. Protecting natural watersheds and upper ridges provides a sustainable, long-term mechanism to recharge downstream aquifers and stabilize regional microclimates.
