The PM MITRA (Mega Integrated Textile Region and Apparel) Parks scheme stands as a cornerstone of India’s vision to scale its textile ecosystem into a global powerhouse. While it aims to modernize the sector through the 5F formula (Farm to Fibre to Factory to Fashion to Foreign), one of its most transformative social impacts is its potential to foster entrepreneurial and formal livelihood opportunities for women workers.
The Government of India has finalised setting of PM Mega Integrated Textile region and Apparel parks at 7 sites at Virudhunagar (Tamil Nadu), Warangal (Telangana), Navsari (Gujrat), Kalburgi (Karnataka), Dhar (Madhya Pradesh), Lucknow (UP), and Amravati (Maharashtra)for a period of seven years. These parks are envisaged to help India in achieving United Nations Sustainable Development Goal 9.
On 10th May 2026, Prime Minister inaugurated the PM MITRA Park at Warangal, Telangana. The expected impacts of this park are:
- Positions Warangal as a global textile hub bench-marked against international parks.
- Creates large-scale opportunities for women workers.
Traditionally, women form the backbone of the apparel and garmenting workforce in India, often working in informal, highly fragmented setups. PM MITRA actively restructures this dynamic.
1. Upgrading from Informal Labor to Formal Employment
Historically, decentralized textile hubs lacked basic working amenities, limiting safe and sustainable formal participation for women. PM MITRA Parks introduce a structural change by establishing master-planned, contiguous 1,000+ acre complexes.
- Safe & Dignified Work Environments: The inclusion of secure, modern, industrial infrastructure—including dedicated worker housing, safe transport, on-site creches, and healthcare facilities—lowers the structural barriers that frequently restrict rural and semi-urban women from entering the formal manufacturing sector.
- Mass-Scale Livelihood Generation: With seven strategic parks across India (Telangana, Tamil Nadu, Gujarat, Karnataka, Madhya Pradesh, Uttar Pradesh, and Maharashtra), each hub is engineered to generate approximately 3 lakh jobs (1 lakh direct and 2 lakh indirect). Across all sites, this opens up over 21 lakh formal livelihoods, predominantly impacting women in apparel assembly, quality control, and design.
(2). Unlocking Entrepreneurial Paths for Women
Beyond direct employment, the design of these integrated parks lowers the threshold for women to transition from factory floor workers to independent entrepreneurs and MSME owners.
- Plug-and-Play Infrastructure: PM MITRA provides ready-to-move-in factory sheds and common processing facilities (such as advanced design studios, testing laboratories, and logistics hubs). This minimizes the initial capital expenditure (CapEx) barrier, allowing women-led startups, self-help groups (SHGs), and micro-enterprises to start production immediately without heavy upfront infrastructure costs.
· Bridging Tradition with Modern Markets: In states like Madhya Pradesh (Dhar Park) and Uttar Pradesh (Lucknow Park), the scheme focuses on integrating traditional handlooms, handicrafts, and regional block prints with modern technology. This allows women artisans to scale their localized craft into structured, export-ready businesses.
(3). Skill Upgradation and Technical Sovereignty
To transition from low-wage execution roles to managerial or entrepreneurial positions, advanced training is vital.
· Targeted Incubators: The parks are designed to host specialized skill training centers focusing on advanced tailoring, automated machine operations, pattern-making, and garment design.
· Financial Incentives: Financial provisions under the scheme, such as the Competitive Incentive Support (CIS) up to ₹300 crore per park, incentivize anchor industries to set up early. This encourages large units to establish extensive ancillary supply chains, creating an ecosystem where smaller, women-owned boutique manufacturing units act as key suppliers.
The Macro Picture: By housing the entire value chain in a single location, from raw material processing to final fashion design, PM MITRA minimizes the logistical fragmentation that usually eats into small-business margins. For women entrepreneurs, this ecosystem provides an unprecedented safety net, ensuring direct access to raw materials and immediate connection to global export channels.
