The NITI Aayog policy report titled “School Education System in India: Temporal Analysis and Policy Roadmap for Quality Enhancement”, released in May 2026, offers a comprehensive assessment of the Indian schooling landscape over a decade (2014–2025) and a framework for improving Quality.

Analyzing data across 36 States and Union Territories via tools like UDISE+, NAS, ASER, and PARAKH, the document maps progress and lays out an actionable roadmap to overcome systemic learning barriers. Here is a breakdown of the key findings, challenges, and proposed reforms.

Key Findings & Status Report

India operates the largest school education system globally, consisting of 14.71 lakh schools serving over 24.69 crore students. The analysis evaluates the system across four foundational pillars: Access, Equity & Inclusion, Quality of Learning, and Governance.

·         Infrastructure & Digital Gains: Significant progress has been noted in providing basic amenities like functional electricity, drinking water, and separate toilets. Digital infrastructure (computers, internet connectivity, and smart classrooms) saw a steady upward trajectory between 2014 and 2025.

·         The Enrolment Shift: Enrolment in government schools dropped from around 71% in 2005 to 49.24% in the 2024–25 academic year. Conversely, private unaided low-fee schools expanded their share substantially to 38.8%, reflecting a shift in public perception regarding infrastructure and instructional quality.

·         Retention Crisis: While primary education enrolment is nearly universal, the system experiences a stark drop-off at higher levels. The Gross Enrolment Ratio (GER) at the higher secondary level remains at just 58.4%, highlighting a severe retention challenge beyond elementary education.

Core Challenges Identified

The report lists 11 major challenges hampering India’s educational growth, with a focus on structural fragmentation and learning erosion:

·         The “Pyramid Problem”: The school structure operates like a leaky pyramid. There are approximately 7.3 lakh primary schools but only about 1.64 lakh higher secondary schools across the country. Only 5.4% of schools provide unified, continuous K-12 education under one roof, forcing students to shift schools’ multiple times, a prime trigger for dropouts.

·         Stagnant & Declining Learning Outcomes: Foundational skills are weakening. In 2014, 74.7% of Grade 8 students could read a Grade 2 level text; by 2024, this dipped to 71.1%. Furthermore, only 45.8% of Grade 8 students can solve basic division problems.

·         The Application Gap: Evaluation via PARAKH (2024) indicates that while children handle rote-based questions reasonably well, they struggle deeply with conceptual application (e.g., fewer than 30% of Grade 6 students demonstrate true competency in fractions).

·         Infrastructure and Resource Gaps: Critical shortages persist in rural and tribal sectors, featuring uneven teacher deployment and a lack of subject-specific instructors (Math, Science, Languages). Around 50% of public secondary schools lack functional science labs.  Around 7,993 schools have zero enrolment but continue functioning on paper, leading to wastage of resources. Nearly 1,19 lakh schools lack electricity, over 14500lack functional water facilities, and around 60000 do not have the hand-washing facilities

Half of the government secondary schools lack science laboratories, while one- third do not have internet connectivity.

·         Technology Guardrails: As AI and computational thinking drop down to Grade 3 levels (as of late 2025), the report explicitly warns against over-reliance on digital tech without proper teacher capacity-building, stating it can negatively impact critical thinking.

The Policy Roadmap: 13 Major Recommendations

To transition from mere statistical access to measurable quality, NITI Aayog outlines 13 systemic recommendations and 33 implementation pathways, backed by over 125 Performance Success Indicators.

·         Adopting the “Cylindrical Model”: The report strongly recommends abandoning the fragmented pyramid structure in favor of composite schools that cover Grades 1 to 12 in the same campus. This eliminates the structural barriers that cause dropouts during school transitions.

·         Operationalizing “School Complexes”: Grouping one secondary/senior secondary school with surrounding primary schools and Anganwadis within a 5–10 km radius. This allows institutional clusters to share resources efficiently, giving small or remote schools access to science labs, libraries, sports complexes, and specialized teachers.

·         Strengthening Monitoring Frameworks: Empowering State School Standards Authorities (SSSAs) and implementing robust State School Quality Assessment and Assurance Frameworks to track growth objectively.

·         Unified Digital Infrastructure (DPI): Converging national initiatives like PM e-Vidya, BharatNet, and PM Gati Shakti into an open, interoperable Digital Public Infrastructure for rural and remote education.

·         A “Whole-of-Society” Approach: Setting up State and District Task Forces on School Quality that actively loop in local communities, academic institutions, civil society, and empowered School Management Committees (SMCs) to encourage localized, bottom-up governance.

·         Financing the Future: Reaffirming the long-term vision of stepping up public funding on education to 6% of the GDP (up from the current average of roughly 4.6%).
