The “Special Intensive Revision” (SIR) of electoral rolls is being conducted in 12 states and union territories, but Assam will have a different type of revision called the “Special Revision” (SR).
SIR in 12 states
- The 12 states (Kerala, Tamil Nadu, West Bengal, Chhattisgarh, Madhya Pradesh, Gujrat, Rajasthan, Uttar Pradesh, Gao, Puducherry, Lakshadweep and Andaman & Nicobar) are undergoing a comprehensive SIR process, which involves house-to-house enumeration, distribution of pre-filled enumeration forms to voters, verification, claim and objection phases, and publication of a final voter list. This revision is more detailed and intensive, involving new enumeration forms for voters to fill, digital tools, and stricter document verification.
Assam’s Special Revision:
- Assam’s Special Revision (SR) is less intensive due to the ongoing National Register of Citizens (NRC) process and the state’s unique legal status under the Citizenship Act. Unlike SIR, Assam’s revision does not require voters to fill new enumeration forms. Instead, Booth Level Officers (BLOs) will visit homes using pre-filled registers containing details of existing electors. They will verify, update, or correct entries such as duplicates, dead voters, and shifted electors.
- The Special Revision in Assam focuses on routine updates and additions like new voters turning 18 and corrections, avoiding a comprehensive mass verification exercise during this election cycle.
Assam’s SR avoids disrupting sensitive citizenship verification processes tied to NRC, while the SIR in other states is a more extensive electoral roll cleanup and update.
